Requires approval by 2/3 vote of membership of the senate and assembly voting separately to increase or decrease any tax rate, impose a new state tax, extend or delete existing state tax.
Requires the deposit, into the dedicated highway and bridge trust fund, of a portion of the sales tax collected on each gallon of motor fuel sold at retail; increases the amount to be deposited over time.
Relates to city reimbursement for state highway construction within such cities; raises such rate from eighty-five cents to one dollar and eighty cents per square yard of the pavement area.
Directs the commissioner of transportation, in consultation with the commissioner of the office for people with developmental disabilities, to conduct a statewide study and review of the transportation of individuals with developmental disabilities.
Enacts the "omnibus emergency services volunteer incentive act" to provide benefits to volunteer firefighters and ambulance workers; increases the personal income tax deduction after four or more years of service; exempts motor vehicles used in the performance of such volunteers' duties from registration fees, use taxes and special fees for volunteer license plates; authorizes the provision of municipal health insurance coverage to such volunteers; establishes a volunteer recruitment service loan forgiveness program.
Increases reimbursement rates paid by the state to cities for repair and maintenance of state arterials; provides rate would be raised to one dollar and eighty cents from eighty-five cents per square yard of the pavement area that is included in the state highway system and an additional twenty cents, up from ten cents, per square yard of such pavement area where such pavement area is located on any elevated bridge.
Allows persons participating in certain formal ceremonies to possess a firearm, rifle or shotgun, provided that such person has received prior approval from the municipality or other appropriate entity.
Creates the division of regulatory review and economic growth to review regulatory processes and permit requirements in order to facilitate economic growth; imposes a two-for-one rule reduction requirement.
Requires the division of criminal justice services to check the wanted felon status and probation or parole violator status of people applying for public assistance.
Enacts the New York state thruway authority accountability act; names the commissioner of DOT as chair of the thruway authority board; directs the commissioner of DOT to submit a plan to merge the thruway authority into the department of transportation.
