Effective July 1, 2026, annually allocates twenty percent (20%) of available proceeds in the Rhode Island highway maintenance account to RIPTA for operating expenses.
Adds a provision that allows a tenant to pay the last month's rent or any other prepaid rent. It also increases the amount that a security deposit can be requested from one to two (2) months of rent.
Directs the RITBA design a safety barrier or netting system on the several bridges within its authority. Any newly constructed bridges with a deck height of over one hundred feet (100 ft) would be required to have safety barriers of safety netting.
Expands the definition of "educational program" for purposes of the abused and neglected children general law to include charter schools, parochial schools, after school programs, camps and various other programs involving children.
Raises the minimum threshold contract price before public works contractors are required to pay prevailing wages to their employees, from $1,000 to $100,000.
Eliminates fingerprinting fees for licensed childcare hires, require background checks for youth activity instructors, and allow active TS/SCI clearance to satisfy criminal background check requirements.
JOINT RESOLUTION CREATING A SPECIAL JOINT LEGISLATIVE COMMISSION TO STUDY RHODE ISLAND'S METHOD OF FUNDING CHARTER SCHOOLS (Creates a 13-member joint commission to study Rhode Island’s method of funding charter schools, and would report back to the Governor and the General Assembly by April 1, 2027, and would expire on July 1, 2027.)
Provides that the statute of limitations for second-degree sexual assault shall be 10 years from the date of the offense, or, in the case of a victim who is under the age of 18, ten years from the victim’s eighteenth birthday, whichever is later.
Provides for municipal and state police authorities to acquire and to utilize automated license plate readers and identify what data may be collected and in what ways the data can be used.
Exempts from sales tax the amount paid for a parking space to a patron for one hour or less, in or on a parking facility on which a commercial establishment is located.
JOINT RESOLUTION TO AMEND THE MEDICAID SECTION 1115 DEMONSTRATION WAIVER REQUESTS AND RENEWALS (Amends the Medicaid section 1115 demonstration waiver requests and renewals.)
Allows nonprofit organizations to participate in permitted games of chance upon registering with the state police on an annual basis. The nonprofit would be exempt from any required background checks by local law enforcement.
Requires a review by the department of elementary and secondary education of the formula components used to compute the aid needed to support high need students.
Updates the state’s public accountancy act for consistency with the 9th edition of the Uniform Accountancy Act, as issued by NASBA and AICPA in July 2025.
