Authorizes and directs the metropolitan transportation authority to implement a free fare program on the Long Island Rail Road for firefighters employed by the city of New York.
Directs the department of environmental conservation to conduct a study of ecological restoration needs of Jamaica Bay; imposes a five-year moratorium on placing sediment or fill in the borrow pits in Jamaica Bay.
Relates to hearing procedures for certain public employees; provides that the recommendation of a hearing officer in relation to designated managerial and confidential employees shall be considered final and not subject to change or modification.

Creates a tax credit for small businesses which are required to have and maintain marine bulkheads for the full cost of such maintenance during the taxable year.
Establishes a minimum threshold of five hundred dollars for recovery of overpayment of wages; provides an employee who is alleged to have been overpaid notice and an opportunity to respond to such allegation prior to the state seeking such recovery.
Enacts "Ildefonso Romero's law" to establish the felony offense of aggravated assault for the causation of serious physical injury to or death of, as the case may be, any person, with intent to cause physical injury to such person or a third person.
Authorizes the removal of police officer candidates from an eligible list when such candidate does not meet psychological fitness requirements or lacks good moral character standards.
Requires hospitals to permit an interpreter to remain with a deaf, hard of hearing or nonverbal patient during admission to a hospital until appropriate hospital staff is assigned to interpret.
Modifies the crime of criminal solicitation in the third degree; provides that a person is guilty of criminal solicitation in the third degree when such person, being over eighteen years of age, with the intent that another person under eighteen years of age engage in conduct that would constitute certain crimes, intentionally provides a loaded firearm to such other person.
