Relates to motor vehicle insurance fairness; provides that insurance rates shall not be increased based on certain factors; sets forth processes for motor vehicle insurers to have rate increases approved; allows public access in relation to any proposed insurance rate increases; allows members of the public to request permission to intervene in proceedings related to rate increases; directs rules and regulations to be established.

Memorializing Governor Kathy Hochul to proclaim March 20, 2026, as Behavior Analysis Day in the State of New York, in conjunction with the observance of World Behavioral Analysis Day
Directs the chief administrator of the courts to develop and implement a random audit compliance program to conduct periodic financial audits of law firms that engage in the private practice and create and manage escrow trust accounts in the state in order to ensure proper handling of IOLTA accounts; provides for the funding of the random audit compliance program.
Requires the department of health, in consultation with the commissioner of education, to create and issue a five-year plan with proposals to best mitigate the persistence of lead in schools.
Prohibits libraries and library systems, including school libraries and school library systems from banning books or other materials based on partisan or doctrinal disapproval.
Permits libraries occupying or possessing public land to develop, lease, or use such property for the purposes of constructing affordable, mixed-use housing; provides that such use aligns with libraries' educational purposes, represents a valid exercise of the trustees' power, and is in the best interests of the libraries.
