Permits the commissioner of motor vehicles to require any licensed driver to submit to an examination or reexamination prior to such licensed driver's normal renewal date upon receipt of a recommendation from a court having jurisdiction of traffic offenses, or the governor or chief magistrate of a state or territory stating that the driver's ability to operate a motor vehicle safely is questionable.
Alters the definition of "drug" in the vehicle and traffic law to include any substance or combination of substances that impair, to any extent, physical or mental abilities; defines impairment and intoxication; provides that refusal to submit to a breath test and/or oral/bodily fluid test shall be a traffic infraction; makes related provisions.
Prohibits certain political contributions and loans by certain organizations; provides that loans not repaid by the date of the primary or election shall be considered a contribution.

Directs the commissioner of education, in conjunction with the superintendent of state police and the commissioner of the division of homeland security and emergency services, to establish standards for the security and safety of school grounds.
Establishes the native/pollinator planting fund and the pollinator highway program; creates a distinctive native plant and pollinator license plate with the goal of promoting the cultivation and maintenance of native flowering plants, grasses and shrubs on land bordering state highways and on other public lands.
Limits the suspension or revocation of an individual's driver's license when an individual takes a certain plea involving participation in certain treatment court programs or the court allowed the individual to withdraw their previously entered plea of guilty, and plead guilty to a lesser charge or the department revoked or suspended the individual's driver's license upon a plea of guilty and at least six months have elapsed since such initial plea.
Establishes the office of special investigation for work-related fatalities; provides direction for coroners and medical examiners when dealing with such fatalities.
