Permits teachers licensed in another state to teach in New York while completing state-specific teaching certification or licensure requirements; establishes such requirements must be met within one year from the date such teacher began teaching in New York.
Relates to adding St. Lawrence county sheriff as an additional firearms licensing officer as well as judges or justices of a court of record having an office in the county of St. Lawrence.
Relates to annual vehicular access for active duty service members; requires annual passes be issued to active duty service members and their immediate families at state parks or recreational facilities upon presentation of a military identification card.

Establishes a program enabling counties to opt-in to allow county jails to operate jail-based competency restoration services for incarcerated individuals deemed unfit for trial due to mental incapacity.
