Requires the appointment of a Title VI coordinator at every college and university in the state to ensure compliance with Title VI of the federal civil rights act of 1964; requires the division of human rights to develop training for students and employees; requires the Title VI coordinator to notify annually all students and employees of the institution's policies and procedures for reporting discrimination and harassment.
Increases the amount of income property owners may earn for the purpose of eligibility for the property tax exemption for persons over sixty-five years of age; increases such amount to $75,000.
Establishes the organized militia as public employees working group to examine the potential costs and benefits of designating members of the New York state organized militia as public employees.
Exempts services provided to board an animal when rendered by a veterinarian licensed and registered as required by the education law or by a commercial horse boarding operation from sales and use taxes.
Ensures that public retirees are not having their skilled nursing care benefits reduced under the state health benefit plan at the time they enroll for medicare.
Allows child day care providers an extension of time of the original 90 day period to make necessary changes or accommodations to their facility to meet licensing requirements; grants the office of children and family services authority to grant additional extensions of time, if necessary.
Enacts the senior environmental corps act; establishes the senior environmental corps within the department of environmental conservation; establishes a mechanism for seniors to volunteer their services for environmental purposes; creates senior environmental corps coordinating council; makes provisions for volunteer agreements.
Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety; requires the court to appoint an attorney to represent the child when credible allegations of serious risk to the child's safety have been made.
Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
Requires each agency to conduct exit surveys for employees resigning from state civil service; directs the state civil service commission to create an annual report on such surveys; exempts individual responses to exit surveys from the freedom of information law.
