Relates to establishing the New York state grid modernization commission; provides the commission shall conduct a study of research, development and demonstrations of electric grid modernization and shall issue such report to the state energy planning board for consideration in the state energy plan.
Relates to enacting the biomass fired exception program providing an exception for certain biomass fired electric generation facilities to the definition of a fossil fuel-fired facility for purposes of a CO2 budget trading program.
Gives state income tax credit to volunteer firefighters and members of a volunteer ambulance corps in good standing up to $2500; must be in good standing for a minimum of five years and maintain continued eligibility.
Provides for the establishment of school speed limits of not less than fifteen miles per hour by the legislative body of any county or, if so delegated, by the legislative body of any locality within said county on a portion of a state highway passing a school building.
Establishes a legislative commission on article V conventions of the states to represent the state of New York at article V conventions; provides penalties for commissioners who exceed their scope of authority and individuals who interfere with the duties of a commissioner.
Relates to the tax credit for organ and tissue donors; allows persons fourteen and fifteen years old to register to make an anatomical gift with parental notification; requires certain tax documents to include organ donation check box (Part A); directs the commissioner of education to make recommendations to the board of regents relating to the adoption in instruction in high schools of information relating to blood, bone marrow and organ and tissue donations (Part B); relates to education requirements for physicians and nurses relating to organ and tissue donation and recovery (Part C); relates to state agency mandatory inquiry provisions (Part D); requires coroners and medical examiners to develop a protocol for making referrals of deaths that fall under their jurisdiction and occur outside of a hospital to the federally designated organ procurement organization (Part E).
