Directs the chair of the board of trustees of the city university of New York shall conduct an audit of such university's participation in retirement systems and issue a report thereon.
Provides certain members of the optional retirement program with an additional three percent statutory state contribution for the members of the optional retirement program for employees of both the State University of New York and the City University of New York.

Requires Medicaid to cover gender-affirming care regardless of federal funding; prohibits discriminatory practices by health care entities including hospitals, certain professionals, and insurers; requires insurance coverage for services or treatments for gender dysphoria or gender incongruence.
