“Justin Christian El-Abiad, Robert E. Dwight, Jr., Raquan Ellis, Zahir Atkins, and Sebastien Manzalaoui Act"; revises window guard requirements in certain residential rental units and multiple dwellings.
Establishes civil action for abuse, neglect, exploitation or bullying of minor or adult with disability; provides that bullying of vulnerable adult may constitute grounds for investigation by adult protective services and report to law enforcement.
Establishes "Justice for Vulnerable Residents Act"; creates Justice Center for the Protection of Individuals with Intellectual or Developmental Disabilities.
Requires State agencies that administer utility bill payment assistance or energy efficiency programs to review, and potentially increase, income thresholds for residential customers to participate in programs.
