Creates the New York electronic communications privacy act; requires government agents and agencies to obtain a search warrant for physical or electronic access to electronic device information.
Provides additional protections for sensitive health information; requires all health information networks, electronic health record systems, and health care providers to provide patients with a right to restrict the disclosures of such patient's health information; defines terms; provides for exceptions.
Creates a department of health education and outreach program on reproductive health services for consumers, patients, educators, and health care providers related to reproductive health services available in New York state including, but not limited to: access to family planning services such as contraceptives and pregnancy testing, testing and treatment for sexually transmitted infections; makes related provisions.
Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 15 gigawatts of offshore wind electricity generation by 2040, at least 18 gigawatts of offshore wind electricity generation by 2045 and at least 20 gigawatts of offshore wind electricity generation by 2050.
Establishes Eid al-Fitr and Eid al-Adha as school holidays, with dates established by religious law and tradition; allows for school districts and municipalities with a population of less than fifty thousand to opt into the recognition of such holidays.
Provides for the remote conduct of certain practices and procedures including meetings and notarizations utilizing electronic and/or audio-visual technologies.
Relates to creating a separate tax on inheritance income, creating a separate tax on gift income, the computation of the estate tax, and creating a gift tax.
Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services.
Enacts "Francesco's law" which establishes violations for the failure to safely store rifles, shotguns, and firearms in the presence of a minor or a prohibited person; requires the office of gun violence prevention to collect and analyze statistical and other information and data with respect to injuries or deaths of minors resulting from failure to safely store a firearm, rifle, or shotgun.
Establishes a reproductive health services training and education grant program to train licensed providers and interns or residents who are employed by a hospital or otherwise enrolled in an accredited graduate medical education program in the performance of abortion and related reproductive health services; establishes the reproductive health training and education fund.
Relates to prohibiting police officers from carrying or using a firearm during any phase of the officer's official duties unless the officer has satisfactorily completed a course of training that meets or exceeds the minimum standards established by the municipal police training council.
