Relates to protecting the communication rights of individuals with disabilities; provides that each person with a disability has the right to autonomously communicate in their preferred manner and utilize any validated communication supports that meet their needs.
Enacts into law components of legislation that relate to live event ticket sales; establishes an annual professional reseller renewal fee; requires professional ticket resellers to provide their New York state ticket reseller license number as a condition of utilizing an online resale marketplace to resell tickets (Part A); provides criteria for when a purchaser may obtain a full refund of the amount paid for a ticket (Part B); relates to resale requirements for tickets; requires that if a licensee or other ticket reseller doesn't have possession of the ticket, then they shall have a written contract to obtain the offered ticket at a certain price from a person or entity in possession of the ticket or from a person or entity who has a contractual right to obtain such ticket, and tickets to the event have been placed on sale by the venue or entity hosting the event or its authorized agent before the licensee or reseller can advertise the sale of the tickets (Part C); relates to unlawful charges in connection with tickets; permits reasonable charges for costs actually rendered or otherwise in connection to customer support, technological and software infrastructure, and actual operational costs for sales away from the box office; defines terms (Part D); relates to the availability of tickets for sale to the general public; defines a term (Part E); relates to paperless ticketing systems options (Part F); extends the effectiveness of certain provisions relating to tickets to places of entertainment (Part G).

Relates to the provision of regulatory information to small businesses through the establishment of a small business regulatory nexus by certain agencies.
Grants volunteer firefighters and emergency medical technicians academic credit at state operated institutions of the state university of New York and the senior colleges of the city university of New York to the extent of three academic credits per year, and 6 credits in the aggregate; provides that no fee, tuition or other charge shall be assessed against a volunteer firefighter or emergency medical technician who qualifies for such credit; directs the board of trustees of the state university and the city university of New York to adopt necessary procedures.
Commending Timothy Jaccard upon the occasion of his designation as recipient of a Liberty Medal, the highest honor bestowed upon an individual by the New York State Senate
Permits the designation of low volume roads and minimum maintenance roads by town boards; enacts provisions relating to the maintenance, improvement and repair of such roads; removes the limitation that such provisions only apply to a designated town.
Directs the commissioner of agriculture and markets, acting by and through the department of economic development, in cooperation with the department of environmental conservation, to establish a New York native plants designation, and offer seals or logos identifying native plants as grown in New York state and certified for their quality, for product labeling, advertising, and displays.
Enacts the low impact landscaping rights act, preventing homeowners' associations from adopting or enforcing any rules or regulations that would effectively prohibit, or impose unreasonable limitations on, the installation or maintenance of low impact landscaping.
Requires certain information to be included on labeling of native plant seeds for sale or distribution in New York state; requires the commissioner of agriculture and markets to promulgate certain requirements for labeling of native plant seeds; makes related provisions.
