Requires the reinstatement of certain officers and employees of the city of New York who were dismissed from employment due to a COVID-19 vaccine requirement including retirees, vested members and members terminated without a one-year limit on return.
Establishes a temporary state commission to study and make recommendations on violence in state correctional facilities including the causes and consequences of such violence with a particular emphasis on changes in levels of violence and the causes of those changes.
Provides that a taxing jurisdiction which has opted out of the exemption from taxation for certain energy systems may not offer the exemption for specific or single projects; requires that a jurisdiction which changes its status relating to the exemption must do so within 120 days prior to the taxable status date; provides that such change shall be valid for one year.

Establishes a veterans in agriculture assistance and outreach program to help integrate veterans into the field of agriculture, and support veterans currently working in agriculture; designs an associated logotype for the promotion of products produced by a veteran or qualified veteran business entity.
Provides for instruction in food and agriculture in schools using a curriculum established by the commissioner of education in consultation with the commissioner of agriculture and markets.
Establishes the NY food insecurity, farm resiliency and rural poverty initiative to provide financial assistance in the form of matching grants, hiring assistance, purchasing assistance, tax credits, tax exemptions, and reimbursements.
Directs the MTA to rename the Eltingville transit center the Iraq War and Afghanistan War Veterans' Memorial Transit Center; provides for the repeal of such provisions upon the expiration thereof.
Relates to exemptions from sales and use tax for books, candy, pictures, posters, trinkets, or any item containing a logo, collectable or seasonal item sold at a book fair or program.
