Authorizes Kristin Proud to receive certain service credit with the New York state and local employees' retirement system for her volunteer service beginning March 25, 2020 and ending November 8, 2020.
Requires climate change instruction within the current established science curriculum; requires such instruction be taught in grades one through twelve.
Enacts the "ratepayer transparency act" which requires bills utilized by public and private gas corporations, electric corporations and gas and electric corporations in levying charges for service to include separate categories for certain charges.
Updates the fee collected by county clerks and clerks for the city of New York for deposit into the cultural education account from $15 to $30; increases the amount retained by the county or city from $0.75 to $1.00.

Enacts "Penny's law" to create the offenses of negligent handling of a dog and reckless handling of a dog; codifies the requirement that dogs be restrained in New York city; requires signage in parks that all dogs must be restrained.
Clarifies that certain provisions related to statewide opioid settlement agreements shall cover settlements and releases related to any entities involved in the prescription drug marketing, supply and payment chain that may have contributed to the opioid epidemic through illegal conduct.
Secures the continued validity of collective bargaining agreements during and after a change in operator or ownership of a property, facility, or company.
Requires the commissioner of the division of criminal justice services, the superintendent of the division of state police, and the commissioner of the department of corrections and community supervision and the person in charge of every state law enforcement agency to adopt and implement a tattoo policy for all members of such law enforcement agency who are designated as police officers, peace officers and applicants for employment in such positions.
Enacts the student journalist education act to protect student speech at educational institutions unless such speech is libelous, an invasion of privacy, or incites students to commit an unlawful act, violate school policies, or to materially and substantially disrupt the orderly operation of the school.
