Directs payment of certain internet sales and use taxes into the central business district tolling capital lockbox fund partially dedicated for the MTA to be made without appropriation.
Legalizes adult possession and use of certain natural plant or fungus-based hallucinogens; grants certain protections for individuals lawfully using such hallucinogens; removes such hallucinogens from the list of schedule I controlled substances; makes related provisions.

Expedites MTA capital project improvement, construction, reconstruction, or rehabilitation by establishing a process for utility relocation necessary for such project.
Establishes through the department of health a drug checking services program to allow individuals to bring drugs or controlled substances and have them tested for contaminants, toxic substances, or hazardous compounds; requires the department to establish public health surveillance of the unregulated drug supply; provides exemptions for participants in the drug checking program from certain controlled substance offenses.
Specifies the persons authorized to visit facilities operated by the department of social services or a social services district and homeless projects; amends the definition of homeless project.
Provides that a person who commits a crime during a period of post-release supervision and when such charge culminates in a new sentence, the period of post-release supervision shall be deemed interrupted for any period in which such person was held in pre-trial detention.
