Establishes a uterine fibroids awareness and education program on the symptoms, diagnosis and treatment of uterine fibroids and the elevated risk for minority women.
Authorizes the commissioner of corrections and community supervision to discipline certain employees for acts of serious misconduct; defines serious misconduct; establishes procedures for such disciplinary action; prohibits employees who have been removed for serious misconduct from being placed on the eligible list after such removal.
Prohibits any police officer, peace officer or employee of a correctional facility from interfering with the provision of medical assistance to an incarcerated individual.
Establishes the Terry Cooper autopsy accountability act requiring autopsy reports to include all photographs of the body, microscopic slides, and post-mortem x-rays taken by, at the direction of, or reviewed by the person performing the autopsy.
Protects individuals who provide or receive legally protected health activity, including reproductive health care and gender-affirming care, from criminal or civil liability or professional sanctions imposed by jurisdictions outside the state.
Requires the office of children and family services to provide luggage to youth in foster care; provides that such luggage shall be distributed to social services districts for distribution to foster care youth; requires the office of children and family services to submit an annual report to the governor and the legislature about the distribution of luggage to foster care youth.
Enacts the "rate hike notice act" which requires utilities in the state of New York to provide notice of a proposed rate hike to a customer via text, email and via such customer's monthly billing statement.
Enacts the "New York city small business rent stabilization act" instituting a commercial rent control system in the city of New York; creates the commercial rent guidelines board.
Prohibits imposing imprisonment or other penalties or fines for sleeping or camping in public spaces; prohibits involuntary admission to a hospital for observation, care and treatment or deeming a person as posing a substantial risk of physical harm to themself for failing to provide their own essential needs solely due to the fact that such person is sleeping in or upon publicly-owned property which is open to the public at such time.
Establishes the New York smart work week pilot program to promote, incentivize and support the use of a four-day work week by qualifying employers and to study the benefits and impacts of such work arrangements; defines terms; establishes a tax credit for participating qualifying employers and employees.
Establishes a four-day workweek pilot program for state employees; requires the division of the budget and the state department of civil service to identify state agencies or other jobs in the performance of any function of state government for which a four-day workweek is feasible and beneficial for at least sixty percent of state employees employed in such agency or job in the performance of such function of state government, and to implement a four-day workweek for such state employees.
