Requires that any sanction or civil penalty imposed by the public service commission be returned to the rate payers by means of a direct bill credit, as soon as practically feasible or no later than ninety days.
Provides that on and after January 1, 2028, no person shall sell, offer for sale or manufacture in this state any photovoltaic modules containing perfluoroalkyl and polyfluoroalkyl substances as intentionally added chemicals.
Establishes a persistent domestic violence offender registry of individuals convicted of multiple domestic violence offenses, which is available for public inquiry.
Establishes a rental assistance loan-to-grant program to assist landlords of small rental properties who have lost rental income due to the inability of the landlords' tenants to pay rent during the COVID-19 state disaster emergency; provides for the repeal of such provisions upon the expiration thereof.
Requires the department of veterans' services to establish and maintain, in consultation and collaboration with other state agencies, a searchable database on the department's website providing resources available in the state for veterans, members of the uniformed services, and their families.
Prohibits state agencies from promulgating rules, regulations or any form of guidance requiring individuals under the age of eighteen who are not exhibiting COVID-19 related symptoms, as defined by the centers for disease control and prevention, to wear a mask or face covering in a public place or while participating in any recreational or organized sporting activity.
Directs the department of state and the public service commission to study and report upon the prevalence of the disclosure by public utilities, cable television companies and cellular telephone service providers to credit reporting agencies of late payments and defaults in payment of fees and charges by consumers.
Allows individuals to request a notation on their driver's license indicating that they have autism spectrum disorder, or any other medical, mental, or behavioral condition that may alter or impair their behavior; requires medical documentation to be submitted as proof upon such a request; directs the commissioner of motor vehicles to consult with the commissioner of health and the commissioner of mental health to determine a list of such conditions and disorders that may be indicated on an individual's driver's license.
Establishes the reclaimed asphalt pavement pilot program for the purpose of utilization of reclaimed asphalt pavement in the construction or improvement of state and municipal highways or bridges.
Requires detailed billing for utilities and requiring utility providers to attend local municipal meetings to present proposed rate or charge increases.
