Establishes the comprehensive sexual and reproductive health program to provide funding to providers whose primary function is to facilitate access to comprehensive sexual and reproductive health care services and information for low-income, uninsured and underinsured individuals and provide support to providers to facilitate access to care, fund uncompensated care, and support community awareness of comprehensive sexual and reproductive health care services across New York state.
Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety.
Enacts the "food retail establishment subsidization for healthy communities act" (FRESH Communities); provides loans, loan guarantees, interest subsidies and grants to businesses, municipalities, not-for-profit corporations or local development corporations for the purpose of attracting, maintaining or permitting the expansion of food retail establishments in underserved areas.
Establishes the nutrient inactivant application permit to allow for the use of products used for controlling phosphorus levels in lakes or ponds to prevent and inhibit harmful algal blooms.
Prohibits the application of pesticides to certain local freshwater wetlands for local governments that have implemented a freshwater wetlands protection law; provides that any local law or ordinance adopted pursuant to this section shall take effect on the first day of January after it shall have been adopted.
Authorizes the department of environmental conservation to independently add to the lists of prohibited and regulated invasive species on an emergency basis pending review by the department of agriculture and markets in consultation with the New York invasive species council.
Requires the addition of fog lines on all state highways and other public ways under the jurisdiction of the department of transportation when such highway or public way is repaved.
Requires that services at addiction treatment centers operated by the office of addiction services and supports shall not be refused at such centers if a person is unable to pay.
Designates services to be provided by a jail-based substance use disorder treatment, peer led recovery support services, and transition services program as essential medical care services.
Provides that a student enrolled in an individualized education program during certain school years may continue to receive educational services until the student completes the services pursuant to the individualized education program or the end of the school year during which the student turns twenty-two years old, whichever is sooner.
