Enacts the "state and local clean energy partnership", directing the public service commission to establish a standard New York state community choice aggregation program for all utility service territories.
Directs the commissioner of transportation to waive the annual security deposit fee specified in Use and Occupancy Permit No. 82771 issued to the Bedford Hills Fire District, Town of Bedford, Westchester County allowing for the use of approximately 4,000 square feet of state land for parking for volunteer firefighter members of the Bedford Hills Fire District.
Requires a candidate for office to file additional information about the candidate's educational background, military service history, and employment history; provides penalties for violations.
Provides for a pilot project in furtherance of climate leadership and community protection act clean energy standards in Lake Erie; establishes standards for wind energy procured therefrom.

Allows a tax exemption for taxpayers in the amount of the purchase price of a fire extinguisher, fire alarm, heat alarm or carbon monoxide alarm purchased for residential use during the month of October.
Establishes a gender-affirming care access program to provide support and increase access to gender-affirming care including certain medical and surgical care.
Allows dental provider networks, certain health and hospital service corporations, and health care plans to enter into a third-party network contract to provide access to care services and discounted rates of a provider under a provider network contract.
