Relates to the establishment of a non-traditional hours model; provides that the office of children and family services shall: create a non-traditional hours model within a year, publish its findings on its website, and conduct a review of child care providers and centers that use such model.
Enacts the wetlands homeowner's relief act; provides that a homeowner who currently lives within a wetlands designated area shall not have to apply for a building permit for use of land within a fifty foot periphery of the house and garage; provides that new maps may not be issued without prior approval from the legislature; prohibits DEC from delineating wetlands beyond the boundaries shown on official wetlands maps.
Establishes a school resource officer unit within the division of state police; permits every school district within the state to request the placement of a member of such unit at any building, structure or facility primarily used for the instruction of students located within such district.
Enacts the "ratepayer disclosure and transparency act" which requires a monthly report that includes the estimated or actual ratepayer costs and benefits of any mandated state energy program to the governor and legislature including any New York climate leadership and community protection act compliance costs.
Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety; requires the court to appoint an attorney to represent the child when credible allegations of serious risk to the child's safety have been made.
Permits contracts for the purchase of rock salt or sodium chloride mined or hand harvested in Canada to be awarded as if such rock salt or sodium chloride was mined or hand harvested in the United States.
Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
Authorizes local municipalities and political subdivisions to have final say on if a renewable energy power plant can be sited in such municipalities' or political subdivisions' jurisdiction; establishes conflict of interest standards for approving the siting of a renewable energy power plant in a local municipality or political subdivision; requires the office of renewable energy siting and electric transmissions establish a database to collect and display host agreements and land contracts for renewable energy power plants; establishes contract standards concerning the forfeiture of mineral rights for the siting of renewable energy power plants; regulates the conduct of businesses engaged in the conduct of selling renewable energy power plants.
Relates to the encroachment or adverse effect upon military operations by tall energy structures, major renewable energy facilities or wind energy facilities; requires written determination.
Enacts the "omnibus learning for work act"; establishes the youth apprenticeship program (Part A); establishes the enhanced regents professional diploma (Part B); establishes a youth apprenticeship tax credit (Part C); establishes the community college merit and mobility scholarship (Part D); renames certain schools established by a board of cooperative educational services as career prep centers (Part E); relates to the salary of certain teachers and staff providing instruction in career and technical education (Part F); implements the learning for work program (Part G).
