Establishes the persistent domestic violence offender registry to provide information on the persistent domestic violence offender, including but not limited to, the name, date of birth, conviction date, county or counties of convictions, and a current photograph of any person who was convicted of an offense against a victim of domestic violence and has at least one prior conviction for a family offense committed against a member of the same family as defined in subdivision one of section 530.11 of the criminal procedure law; makes related provisions.
Requires the court to make an individualized determination whether a defendant poses a current physical threat to any person or to public safety when making a bail determination.
Provides that if a defendant dies when they have a pending appeal, such appeal shall be dismissed and the trial court's judgment shall remain in effect.
Requires electric utility corporations, energy services companies and municipalities to provide an itemized breakdown on all monthly bills detailing infrastructure costs, contributions to the New York Power Authority, and other public utility investments.
Requires the department of veterans' services to establish and maintain, in consultation and collaboration with other state agencies, a searchable database on the department's website providing resources available in the state for veterans, members of the uniformed services, and their families.
Enacts "Chelsey's law"; provides that a person commits the crime of manslaughter or aggravated manslaughter when such person knows or has reasonable grounds to know that a controlled substance is likely to cause the death of another person and sells, administers, delivers, or causes the delivery of a controlled substance to another person and such substance causes, contributes to, or aids in the death of such other person.
Establishes the payment of certain volunteer firefighter and volunteer ambulance worker death benefits shall be within ninety days of the filing of application to receive such death benefit.
Relates to the term "income" for purposes of the school tax relief exemption; adds 401(k) and 403(b) accounts to the list of eligible income deductions when determining Enhanced STAR eligibility.
Establishes a civil remedy for the protection of animals denied proper care by creating a special proceeding in the supreme court that will hold owners and caretakers liable if such animals under their care are mistreated.
Requires that the state fund any program which imposes a mandate upon municipal corporations or school districts; establishes criteria for any exemption from such law if such mandate is ordered by the judiciary, pursuant to an executive order or requested by the locality; establishes the New York state mandate review council.
Enacts the "consumer wheelchair repair bill of rights act" requiring manufacturers to make available certain documentation, parts, embedded software, firmware, or tools necessary for repairing equipment; establishes a timely repair for wheelchair program; deems all wheelchair repairs needed within 5 years of initial prescription medically necessary.
Establishes a program for specific individuals to become complex care assistants and provide private duty nursing services to certain Medicaid enrollees.
