Authorizes former full-time police officers with the New York city police department to be eligible to take the competitive civil service examination for the position of police officer and contingent on their score, to be placed on the eligible list for appointment as a full-time police officer for the city of New York.

Requires motorists to exercise care to avoid colliding with any domestic or companion animal; increases fines and penalties for causing such injury and for leaving the scene of injury to certain animals without reporting.
Allows a notice of dense breast tissue to be considered a determination of medical necessity for purposes of coverage of breast ultrasounds as recommended by a provider of mammography services.
Prohibits public employers from diminishing health insurance benefits provided to Medicare-eligible retirees and their Medicare-eligible dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
Prohibits state funding of any degree-granting institution of higher education if such institution permits terrorist organizations or activities in support of such organizations on campus; prohibits any student group or organization of receiving funding from the degree-granting institution if such group or organization directly or indirectly promotes, encourages, advocates, or engages in any terrorist advocacy or activities on campus.
