Directs the office of children and family services to establish a center for fatherhood initiatives to issue grants to initiatives regarding the promotion and advancement of fatherhood, including but not limited to all underserved fatherhood groups to help expand opportunities to improve parenting knowledge, attitudes, and self-efficacy.
Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Protects certain employees from a reduction of wages due to their involvement in the investigation of a violation of a workplace violence protection program.
Prohibits any cannabis related advertisements in establishments within a certain distance from schools; increases penalties for prohibited advertisement of tobacco and cannabis products; requires enforcement inspections.
Requires contractors and subcontractors performing construction work for covered renewable energy systems to use apprenticeship agreements; requires thermal energy networks to require contractors and subcontractors to use pre-apprenticeship direct entry providers registered with the department of labor.
Prohibits the application of fail-first or step therapy protocols to coverage for the diagnosis and treatment of serious mental health conditions; defines serious mental health condition.
Enacts the "Shepherd Patterson notification act"; requires a physician who treats a minor patient with a medical condition that may cause a disability to provide certain educational information to such patient's parents or guardians indicating such minor is entitled to a free and appropriate public education as defined under section five hundred four of the federal rehabilitation act of nineteen hundred seventy-three; makes related provisions.
Provides that supervision by a licensed physical therapist of a physical therapist assistant shall be continuous but shall not require the physical presence of the licensed physical therapist at the time and place where services are being performed; requires a licensed physical therapist to be available for consultation with the physical therapist assistant or the patient within a reasonable amount of time.
Provides that certain utilization review determinations shall be made consistent with medical and scientific evidence; includes services for mental health and substance use disorders as part of emergency services.
