Designates the month of May, annually, as "Rhode Island Native Plant Month," with appropriate ceremonies and activities to recognize and educate people about Rhode Island's native plants.
Exempts certain urban and small farmers from sales taxes, real, tangible and personal property taxes and income taxes. This act would also define urban and small farmers and urban farmland.
Requires the state investment commission to create a capital access initiative to expand potential investment opportunities for the state’s pension fund and engage qualified but traditionally underrepresented investment managers.
Provides that the prescription label for medication abortion prescription drugs may include the name of the dispensing healthcare practice instead of the name of the dispenser.
Provides for fair pharmacy reimbursement from a pharmacy benefit manager, and also provides anti-discrimination prohibitions in regard to non-affiliated pharmacies or pharmacists.
Creates rodent integrated pest management pilot programs for municipalities that choose to participate. Reports to be approved by the municipality's mayor or administrator and submitted to the department of environmental management.
Directs the office of energy resources to develop building performance standards for large buildings in Rhode Island that would cause greenhouse gas emissions to decline in line with the act on climate requirements.
Reinstates general revenue sharing of state aid among the 39 cities and towns in Rhode Island. The initial amount is based upon population, and increased annually thereafter based on the increase in the Consumer Price Index for all Urban Consumers.
Strengthens enforcement of the state's pharmacy audit law by clarifying and tightening audit procedures to ensure pharmacy audits are conducted fairly and transparently.
Establishes the framework to create a medical school at the University of Rhode Island and provides an initial appropriation of five million dollars ($5,000,000) as the first phase of a multi-year investment for the development of a medical school.
