Enacts the "utility penalty adjustment"; adjusts utility penalties to account for inflation; increases such penalties and ties them to inflation after January 1, 2027.
Provides for a partial exemption from taxation of certain residential real property transferred by a governmental entity, nonprofit housing organization, land bank or community land trust to low-income households; sets forth conditions for the discontinuance of such exemption.
Requires the department of health to publish a report on the incidence of tick-borne illnesses annually on the department's website; requires the department to submit an annual report to the governor and the leaders of the legislature; requires the superintendent of financial services to review the status of health insurance coverage for the treatment of Lyme disease and other tick-borne related diseases and to submit a report to the governor and the leaders of the legislature.
Provides that the "Suicide Awareness and Remembrance Flag" shall be the official state flag for the raising of awareness of veteran suicide; directs the commissioner of general services to establish a protocol for the flying of such flag.
Requires multiple liens on farm property to be paid in chronological order, with the earliest lien being paid off first and the most recent being paid last.
Relates to the inspection of property that has been vacated for abandoned animals; requires property owners and lessors to inspect such property within three days and to immediately notify the appropriate authorities when such person finds an animal which appears to be abandoned.
Requires each designated agency to employ a dementia care navigator to provide support for caregivers of individuals with dementia and to assist individuals with dementia in accessing appropriate services; requires the state office for the aging to establish the position of dementia care coordinator.
Relates to strengthening of utility storm response and compliance by reviewing mitigating factors including but not limited to mitigating factors and the specifics surrounding the violation or violations.
Provides that court records in a proceeding under articles 77, 78 and 81 of the mental hygiene law shall not be perused, examined, disclosed, taken or copied by any other person than a party, the attorney or counsel of a party, the guardian, the court evaluator or the court examiner except by order of the court.
