Regulates the development and use of certain artificial intelligence systems to prevent algorithmic discrimination; requires independent audits of high risk AI systems; provides for enforcement by the attorney general as well as a private right of action.
Directs the department of motor vehicles to develop a plan to increase the availability of wheelchair accessible vehicles, by county, in New York state outside of the city of New York; defines accessibility; requires a report to identify any existing local guidelines for accessible vehicles; directs development of benchmarks for increasing wheelchair accessible vehicles.

Requires the owner or operator of a new data center to submit to the Public Service Commission a thermal energy network feasibility assessment that identifies potential off-site thermal loads within one mile of the facility; requires that new data centers be designed, constructed, and operated to capture and reuse waste heat generated by computing equipment through a thermal energy network.
Authorizes the imposition of penalties on subcontractors for failure to adhere to the standards for prompt, fair and equitable settlement of claims for health care and payments for health care services.

Extends provisions of law relating to providing local governments greater contract flexibility and cost savings by permitting certain shared purchasing among political subdivisions from June 30, 2026 until June 30, 2027.

Enacts the "victims protection and child sex buyer accountability act" relating to increasing the age of victims of the patronizing, promoting, and compelling of prostitution.
Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.
