Requires cable television companies to offer cable television channels on an individual basis; provides that the public service commission be responsible for approving rates.
Prohibits a court from granting custody of a minor to anyone who has been convicted of any of the enumerated sex crimes except where a court finds there is no significant risk to the child.
Requires law enforcement and courts to notify the United States Immigration and Customs Enforcement agency (ICE) when an arrested person or defendant is not a United States citizen; adjusts certain maximum sentences for class A misdemeanors and unclassified misdemeanors; requires notification to be made to the United States Immigration and Customs Enforcement agency prior to the release of certain noncitizens; repeals provisions of the "protect our courts act".
Provides that the comptroller shall examine and audit all state or federal funds appropriated or received for the humanitarian aid including short term shelter services to migrant individuals and families, including costs associated with humanitarian emergency response and relief centers for individuals entering short term shelter on or after April 1, 2024 in New York city or any other municipality in New York state.
Establishes the crimes of assault on a pregnant person in the second degree as a class D felony and assault on a pregnant person in the first degree as a class C felony.
Establishes a supplemental household and dependent care credit payment for taxpayers who are eligible for certain household and dependent care services necessary for gainful employment.
Provides for a personal income tax deduction for student loan payments not in excess of five thousand dollars; excludes any payment not in excess of five thousand dollars made by an employer, employee, or on behalf of an employee that is directly deducted from the employee's wages through payroll and administered by a third-party platform that facilitates direct payments to educational institutions or related loan servicers on behalf of students such amount from an employee's New York state gross income; further excludes any contribution not to exceed five thousand dollars to a tuition program under section 529 of the Internal Revenue Code made through payroll deduction and facilitated by an employer or a third-party platform that facilitates direct payments to such programs on behalf of employees from the employee's New York state gross income.
Makes the theft of a package intentionally taken from a porch, driveway, doorway or other area adjacent to the residence of another following delivery of the package to such residence by the postal service or a commercial carrier a felony.
