Adopts the psychology interjurisdictional compact to increase public access to psychological services by allowing telepsychological practice and temporary in-person services across state lines.
Requires the commissioner of environmental conservation to establish standards for and a program of inspection and certification of green roofs prior to and after installation, including standards for environmentally acceptable chemical fertilizers and the testing of runoff water for evidence of such fertilizers; establishes a green roof installation tax credit in the amount of fifty-five percent of qualified expenditures with a credit maximum of five thousand dollars.
Enacts the bucks for boilers act, which creates a program to aid in transition of housing units to electric heat pumps and other high energy efficiency upgrades.
Designates all agents employed by the city of New York police department in the titles of traffic enforcement agent I and traffic enforcement agent II as peace officers.
Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Relates to the health, safety and human rights of incarcerated pregnant individuals, incarcerated birthing parents and their children; requires the commissioner of corrections and community supervision to establish rules and regulations relating to conditions in institutions and correctional facilities and the treatment and care of birthing parents in such institutions and facilities.
Provides protections for telecommunications tower technicians, including requiring certain trainings during work hours without a loss of pay; requires certain reporting by bidders for telecommunication contracts.
Establishes a veterans' bill of rights; provides sample language for such bill of rights; requires the department of veterans' services to establish and distribute a veterans' bill of rights and to make such bill of rights available on the department's website.
Requires school districts, boards of cooperative educational services, charter schools and nonpublic schools to establish cellphone policies and procedures; requires the establishment of a committee to develop such policies and procedures; requires such policies and procedures to be individually tailored to specific school environments.
Authorizes occupational therapy services to be provided in school to students in grades pre-kindergarten through twelve with occupational impairments of a severity that does not adversely affect the student's educational performance but does present a barrier to functioning at home or in the community; directs the commissioner to promulgate rules and regulations for the provision of such occupational therapy services.
