JOINT RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY CURRENT CONDOMINIUM LAW AND PROVIDE RECOMMENDATIONS FOR IMPROVEMENTS TO TRANSPARENCY, ACCOUNTABILITY AND ONGOING AFFORDABILITY OF CONDOMINIUMS IN RHODE ISLAND (Creates a 16-member commission to study current condominium law and provide recommendations for improvements, and who would report back to the General Assembly by December 31, 2027, and would expire on March 15, 2028.)
Permits all Rhode Island courts to conduct hearings remotely and allow any party or attorney to appear by telephone or video conference, with remote appearances having the same legal effect as in-person appearances.
Removes the requirement that 5% of the hotel tax generated from regional tourism districts be paid to the Greater Providence-Warwick Convention and Visitors Bureau, and adds that 5% of the hotel tax to the existing tax paid to the RI commerce corporation.

Allows a party to condition a transaction by electronic means on their stated desire to obtain and receive a written copy of the document in English or Spanish before electronic execution of the agreement or performance is required of the party.
Establishes the Residential and Commercial Property Acquisition Program Act to implement residential or commercial property acquisitions, paired with funding for relocation costs within or proximate to the current community.
Limits use of restraints on juveniles in transport and court proceedings to safety or escape risks, requires least restrictive methods, and mandates reporting on when and why restraints were used.
Precludes a legal entity from owning property whose value is over $25,000,000. If the property value exceeds $25,000,000, then the entity must divest a graduated yearly amount over the next 10 years, until value is less than $25,000,000.
