Requiring government agencies, public utilities and other entities when exercising the power of eminent domain to make a good faith offer for the property prior to filing an eminent domain action, providing the good faith offer, if greater than the appraiser's award, shall be deposited with the court, allowing appeals from that amount, prohibiting the exercise of eminent domain for recreational trails and park and recreational facilities and deleting the power of the legislature to condemn property for economic development.
Establishing the veterans' valor property tax relief act providing an income tax credit or refund for eligible individuals and discontinuing the sales tax exemption for purchases made by certain qualifying military veterans.
Providing that jail credit when consecutive sentences are imposed shall not apply to more than one case, creating special sentencing rules when a felony is committed by certain offenders while on probation, parole or postrelease supervision for a prior felony and requiring secured minimum bonds for certain defendants who commit a new felony while on probation, parole, postrelease supervision or bond for a prior felony unless the court makes certain findings.
