Establishes enforcement limitations on contract terms for the licensing of electronic books or digital audiobooks to libraries to preclude the library from being subject to unfair sales practices.
Creates the interchange fee restriction act prohibiting interchange fees on sales and use tax or excise tax when payment is made with a credit or debit card.
Establishes provisions for student and teacher classroom safety and provides the authority to remove students from classrooms. This act provides for student and educator protections from said removals.
Changes the teacher and state employees' retirement benefit calculations' cutoff date from July 1, 2024, to July 1, 2009, for all retirement members eligible to and who retire on or after the new July 1, 2009, cutoff date.

Provides for paid leave for a state employee who donates an organ and duration of the leave is dependent on the type of donation and notice should be provided to the employer at least thirty (30) days prior to the leave.
Exempts a single-family, primary residence, owned by a taxpayer, who is at least sixty-five (65) years old, and has been a Rhode Island resident for at least forty (40) years. It also excludes multi-family and income-producing properties.
Grants an affirmative defense for certain privileged communications, including communications made by an individual, without malice, regarding an incident of sexual assault, harassment, or discrimination.
Limits the facility's ability to charge rent and fees for a maximum of seven (7) days or until removal of the personal property from the room, whichever occurs first. A violation would constitute a deceptive trade practice.
Incorporates broadband, internet, and wireless means into the crime of injuring electric and communication lines and authorizes municipalities to grant zoning relief for the protection of critical infrastructure.
