Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.
Requires motor carriers that operate charter buses to have pre-trip safety briefings on the mandatory use of safety belts by passengers and fines for such violations.
Extends provisions of law relating to providing local governments greater contract flexibility and cost savings by permitting certain shared purchasing among political subdivisions from June 30, 2026 until June 30, 2027.
Provides for administrative review when applying for an additional certification by applicants to become certified community behavioral health clinics if such applicant is already certified by either the department of mental health or the office of addiction services and supports and is in good standing for five or more years.
Requires public notice and public engagement when a general hospital seeks to close entirely or a unit that provides maternity, mental health or substance use care.
Increases taxes imposed on alcoholic beverages; authorizes twenty percent of tax revenues to be allocated to the New York state drug treatment and public education fund.
