Designates the Nassau-Suffolk transportation coordinating committee as the metropolitan planning organization for Long Island; provides for the withdrawal of the Nassau-Suffolk coordinating committee from the New York Metropolitan transportation council.
Relates to protecting witnesses in criminal prosecutions from intimidation and threats by permitting the court to withhold disclosure of names and other information if the court finds on the record that such witness is subject to potential intimidation, violence or threats.
Provides that correction officers designated as peace officers employed as peace officers by another state or local agency shall not be required to complete duplicate training or instruction.
Adds a person having been previously convicted of petit larceny two times within any three month period or three times within any twelve month period to the definition of grand larceny in the fourth degree.
Eliminates bail for all offenses; provides for imposition of restrictions and conditions and remand for certain offenses; directs consideration of a defendant's character, reputation, habits, mental condition, activities and history, and whether they pose a danger to themselves, another person or the community, when determining a securing order; creates the commission on public safety reform to issue a determination on which offenses should be eligible for pretrial detention.
Adds offenses to disorderly conduct, including urination and defecation in a public place; smoking any substance in a prohibited area; possessing an open container of alcohol in a public place; smoking marijuana in a public place; or disobeying signage, including but not limited to, printed notices and placards, in any municipal or state park.
Relates to real property subject to an authorization for a real property tax exemption in the town of Smithtown, county of Suffolk, with respect to the 2019 and 2020 assessment rolls.
