Relates to the convening of a human services employee wage board; requires the commissioner of labor to convene a human services employee wage board comprised of twelve members; requires the wage board to hold hearings and report and make recommendations to the governor and legislature no later than December 31, 2027.
Relates to rechargeable battery recycling; adds a battery used as the principal electric power source for an electric scooter or bicycle with electric assist to the definition of "rechargeable battery"; provides that a battery manufacturer may not sell, offer for sale, or distribute rechargeable batteries in the state unless the battery manufacturer is implementing or participating under an approved plan; allows a city with a population of one million or more to enforce through its own agencies.
Requires fashion sellers to carry out environmental due diligence for the portions of their business related to wearing apparel, footwear or fashion bags, including wearing apparel, footwear or fashion bags produced as a private label; establishes a fashion remediation fund.
Provides small businesses with grants of up to $100,000 to commercialize energy and environmental technology innovations and ideas in-state to stimulate economic development.
Requires comprehensive coverage for treatment of obesity, including coverage for prevention and wellness, nutrition counseling, intensive behavioral therapy, bariatric surgery, and FDA-approved anti-obesity medication.
Imposes a surcharge on monthly phone bills to fund the costs associated with the administration, design, installation, construction, operation, and maintenance of a 9-8-8 suicide prevention and behavioral health crisis hotline in New York state; establishes the 9-8-8 suicide prevention and behavioral health crisis hotline trust fund.
Provides that members of a mobile crisis team shall include any combination of behavioral health professionals, certified peer specialists, certified recovery peer advocates, credentialed family peer advocates, and credentialed youth peer advocates.
Directs the commissioner of mental health to conduct a study of child- and youth-targeted mobile crisis outreach teams in New York state, and deliver a report including the findings and recommendations of such study to the governor, the temporary president of the senate, and the speaker of the assembly.
Prohibits governmental entities from entering into agreements to house individuals in immigration detention facilities; requires governmental entities to terminate existing contracts for the detention of individuals in immigration detention facilities.
Enacts the "sustainable building materials act"; enacts into law components of legislation relating to reducing greenhouse gas emissions in construction; provides a sales tax exemption for certain low-carbon building materials (Part A); establishes a grant program for manufacturers of concrete for environmental product declarations (Part B).
Establishes "SNAP for all", a state-funded supplemental nutrition assistance program to provide for those who are excluded from federal SNAP benefits solely due to immigration status; outlines eligibility requirements of applicants and operational requirements of the office of temporary and disability assistance.
Safeguards cash accounts for people with developmental disabilities in a facility under the control of the commissioner of mental health, the commissioner of the office for people with developmental disabilities and the commissioner of alcoholism and substance abuse services.
Requires the commissioner to establish Asian American, Native Hawaiian, and Pacific Islander history and civic impact curriculum or instructions for school districts.
