Prohibits the sale of electronic cigarettes that contain certain toxic metals; requires the department of health to establish a list of prohibited toxic metals; requires the department of health to study the long term health effects of using electronic cigarettes.
Requires owners of multiple dwellings with fifty or more units in cities with a population of one million or more to designate a secure, locked, monitored space, accessible only to staff, residents, or delivery people, for packages to be delivered to.
Makes technical changes to certain provisions requiring epinephrine auto-injector devices to be made available in places of public assembly; amends the effectiveness of such provisions.
Relates to establishing the tenancy deposit protection program; requires the commissioner of housing and community renewal to establish a program to hold security deposits in third-party accounts and create a dispute resolution process regarding the withholding of security deposits.
Requires the department of health to establish nicotine levels for electronic cigarettes and e-liquids which automatically taper in nicotine strength in amounts and at certain time intervals; requires manufacturers to only manufacture, cause to be manufactured, or sold, in this state, any electronic cigarette or e-liquid unless such product automatically tapers in nicotine strength in amounts and at certain time intervals as determined by the department of health.
Requires the owner of any place or establishment where animals or fowls are slaughtered or butchered for food to reimburse costs associated with capture and return or rescue and rehabilitation of escaped animals.
Prohibits landlords from including incorrect information relating to rent decontrol in certain leases and renewals thereof; imposes a violation punishable by a fine of $1000 for a violation by a landlord; requires the standardization of certain notices pertaining to units subject to the Affordable New York Housing Program.
Relates to the procedure for filling a vacancy in the office of state senator or in the office of member of assembly; allows for independent nominating petitions to be presented and provides for a special election to be held forty-five days from the date of the governor making a proclamation for a special election.
Relates to women's health in correctional facilities; establishes a women's health education program; requires HIV and STD testing to be offered to incarcerated individuals; provides pregnant incarcerated individuals with access to prenatal vitamins as well as a specialized diet tailored to pregnancy needs; requires a study and report on women's health in prison.
Relates to the purchase of claims by corporations or collection agencies; relates to the inference of an assignee's intent and purpose in taking an assignment of a claim against an obligor that is not an eligible obligor.
Relates to the tolling of statute of limitations for individuals in state custody; provides that with respect to state action brought by anyone to recover damages for physical, psychological, or other injury or condition suffered while in state custody, the time in which such action must commence shall be extended to three years after such person is released from such custody.
