Establishes the commission for the modernization and revitalization of the state university of New York downstate medical center which directs such commission to conduct a study to examine services that should be offered at SUNY downstate medical center; directs the commission to submit a report and make recommendations to the legislature.
Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.
Adds xylazine to the depressants designated as controlled substances with the exception of use in cattle or other nonhuman species if approved by the federal food and drug administration.
Establishes the crime of coordinated petit larceny; permits a principal to be eligible to be held on bail for coordinated petit larceny; directs the division of criminal justice services to conduct a public awareness campaign on larceny.
Relates to veterans' health care; creates a veteran health care review to ensure veterans and their families have access to health and mental health treatment, including for post-traumatic stress disorder, depression, anxiety, military sexual trauma, reproductive and mental health conditions, and suicide prevention.
Prohibits persons affiliated with terror organizations from being appointed to permanent, temporary or provisional positions in the state civil service system.
Requires choices of a question or proposal printed on a ballot include a brief phrase stating the effect of such choice should such choice win such question or proposal.
Establishes the "Not on our dollar!: Ending New York funding of Hamas violence act" to prohibit not-for-profit corporations from engaging in unauthorized support of Hamas and nations known to fund middle-eastern terrorist group activity; allows for recovery of a civil penalty by the state attorney general; creates a private right of action for violations.
Requires state agencies to submit annual reports to the financial committees of the legislature accounting for all fines, fees and surcharges, the purpose of such fine, fee or surcharge, and where such fines, fees, interest and surcharges were deposited; directs unassigned fees to be deposited into the general fund.
Permits award of crime victim assistance funds to victims of overdoses, where such overdoses cause death and were the result of deception, surreptitious delivery, or third-party administration of a controlled substance.
Enacts "Chelsey's law"; provides that a person commits the crime of manslaughter or aggravated manslaughter when such person knows or has reasonable grounds to know that a controlled substance is likely to cause the death of another person and sells, administers, delivers, or causes the delivery of a controlled substance to another person and such substance causes, contributes to, or aids in the death of such other person.
Authorizes the imposition of bail for certain felony offenses involving the manufacture, sale, distribution, or possession with intent to sell synthetic opioids.
