Establishes uniform definitions, standardized procedures, and uniform applications or forms, for determining a medical emergency, life-support equipment and designation of elderly, blind and disabled customers protected from termination of utility services.
Allows commuter vans to accept hails from prospective passengers in the street; directs the New York city taxi and limousine commission to submit to the mayor and the speaker of the council and publish on its website a report on an evaluation of the impact, if any, of authorizing commuter vans to accept hails from passengers in the street on the safe and efficient operation of commuter van services.
Requires a semiannual employee resident report from employers with over twenty-five employees; requires the department of economic development and the authorities budget office to ensure compliance by companies in submitting such information.
Amends provisions of law from making it mandatory to optional that where the purchase of services by state agencies be conducted in a manner that accords second priority to centralized contracts meeting form, function and utility required by such agency, third priority to agency or multi-agency contracts and fourth priority to other means of contracting.
