Prohibits allocation of economic development power to data centers; provides for certain caps on amounts and eligibility for industrial development agency financial assistance; provides for the return of industrial development agency-awarded financial assistance if certain job levels are not maintained within 5 years of project completion; designates the department of environmental conservation as the mandatory lead agency for environmental quality review of any action consuming over 20 megawatts; requires environmental quality review for any action within 10 miles of a federally recognized Indian nation's territory.
Provides that beginning in the 2026-2027 academic year, certain graduate students shall be required to pay 25% of all current and future mandatory university fees; provides that in the 2027-2028 academic year and thereafter, no mandatory university fees shall be charged to certain graduate students and adjunct staff, with the exclusion of the graduate student association student activity fee.

Directs the office of children and family services to provide written and electronic notice to child day care providers whenever such office has updated any form necessary for the delivery of services listed on its website; provides that such notice shall be disseminated in concurrence with the publication of updated forms.
