Submits the state's 2026 capital development program relating to green bonds requesting the issuance of general obligation bonds totaling $60,000,000 for approval of the electorate at the general election to be held in November, 2026.
Establishes a restricted receipt account for the benefit of the Rhode Island public transit authority funded by sales taxes collected from ride-share companies; and provided further, the account would be exempt from indirect cost recovery provisions.
Charges a fee of fifteen dollars ($15.00) for each battery powered elective motor vehicle safety inspection. It would also require any vehicle, regardless of gross vehicle weight rating, to be subject to emissions inspection.

Regulates property insurers to limit underwriting and investment in fossil fuel projects, requires climate risk reporting and emissions disclosures, and aligns insurance practices with science-based climate targets.
Allows an owner or owners of real property to execute a deed that names one or more beneficiaries who will obtain title to the property at the owner's death without the necessity of probate.
HOUSE RESOLUTION REQUESTING THAT A CONDITION PRECEDENT BE PLACED ON ALL FUTURE STATE FUNDING OR GRANT ASSISTANCE TO BROWN UNIVERSITY HEALTH AND AFFILIATED ENTITIES TO ENSURE MAINTENANCE OF THE NEWPORT HOSPITAL BIRTHING CENTER (This resolution would condition the distribution of any state funds to Brown University Health on the continued operation of a birthing center in the city of Newport.)
