Authorizes NJ Historical Commission to establish program to promote developing historic projects on website and collect donations for projects on behalf of historic site or organization.

Establishes veterinary medicine loan redemption program for certain veterinarians who work in underserved areas for five years; annually appropriates $500,000.
Requires state entities purchase five percent of goods and services from Central Nonprofit Agency; requires Division of Purchase and Property establish training protocols for all purchasing agents; grants Central Nonprofit Agency right of first refusal.
Permits surviving spouse of retired member of PFRS to be enrolled in SHBP and to continue to receive pension benefit after remarriage in certain circumstances.
