Requires the EOHHS to amend the state Medicaid plan and secure sufficient state general revenue to increase Medicaid payment rates to an amount equal to one hundred thirty percent (130%) of Medicare rates for outpatient clinical pediatric services.
Requires all major hospitals within the state constructed or substantially renovated or expanded on or after 1/1/2028 to use renewable energy sources for power.
Require that routine childhood and adult immunization vaccine recommendations that are developed from evidence based, medically sound scientific research by the department of health.

Amends the certain provisions relative to school waste recycling and refuse disposal and requires reports of waste audits by educational entities and reports of program participation by vendors.
Requires the public utilities commission to provide for a classification of service for retail electricity consumers that are large energy use facilities.
Prohibits bail bond agents and bail bond recovery agents from engaging in civil immigration enforcement, define such conduct as unprofessional, and subject violators to professional discipline under Rhode Island law.
Addresses any single-family construction, townhouse construction, and multi-family construction complying with the Standards for Visitable Units of the ANSI' Standards for Accessible and Usable Buildings and Facilities.
