Establishes the carbon farming certification committee for the purpose of developing a certification framework, determining qualified carbon removal practices eligible for the carbon farming tax credit, and promulgating certification standards for qualified carbon removal practices; provides for the development of educational materials to encourage carbon farming by promoting farming practices which reduce, sequester and mitigate greenhouse gas emissions on land used in support of a farm operation; establishes carbon farming tax credits.
Establishes the New York state renewable reclamation projects program to stimulate the development of renewable energy on certain brownfield sites, dormant electric generating sites, and real property.
Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.
Authorizes the department of public service to develop, implement, administer and operate a temporary middle income home energy assistance program; makes an appropriation therefor.
Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Establishes a program for eligible zero emissions energy systems to promote private sector investment for the purpose of meeting the target that by the year two thousand forty the statewide electrical demand system will be zero emissions.
Creates the New York electronic communications privacy act; requires government agents and agencies to obtain a search warrant for physical or electronic access to electronic device information.
