Codifying prohibition on political subdivisions and Commonwealth agencies imposing quotas on the issuance of citations for certain offenses and prohibiting the practice of station averaging; in licensing of drivers, further providing for schedule of convictions and points; in rules of the road in general, providing for radar enforcement systems pilot program; and making a repeal.
Providing for a moratorium on the privatization of public water and wastewater systems; establishing the Water Utility Reform Working Group; and making a repeal relating to valuation of acquired water and wastewater systems.
In juvenile matters, further providing for release or holding of hearing, for disposition of delinquent child and for limitation on and change in place of commitment and disposition review hearing.

Requiring certain school entities to adopt policies and procedures relating to access to school property by individuals or certain enforcement officials; and providing for training, reporting to governing bodies of school entities and for department guidelines.
Establishing a legislative Hunger Task Force to study and make findings and recommendations for alleviating hunger, addressing food insecurity and increasing access to healthy food in this Commonwealth.
