Permits the possession and use of devices that silence, suppress, or muffle the sound or natural report of a firearm when the firearm is discharged, provided the host firearm to which the device is attached is allowed and is a rifle that is manually operated by a bolt.
Exempts retail food stores from various state and local taxes provided such store derives at least seventy percent of its annual gross sales from staple foods and food products for off-premises consumption.
Relates to certain crimes of interference with health care services or access to places of religious worship; expands interference to include groups of two or more people demonstrating or preparing to demonstrate twenty-five feet outside of reproductive health care facilities and places of religious worship.
Prohibits utilities from raising rates while reporting high profits; requires utilities to reinvest revenues into New York's energy infrastructure, safety, and reliability; requires the submission to the public service commission of a compliance report.
Requires legislative approval of any utility rate or charge increase approved by the public service commission; provides that the legislature can approve, modify or rescind any rate or charge increase approved by the commission by concurrent resolution; provides that the legislature can review any rate or charge increase approved in the prior 12 months.
