Establishes the baby bucks allowance to provide income to eligible participants for the last three months of pregnancy and the first 18 months of the child's life; excludes income received from the baby bucks allowance for purposes of supplemental nutrition assistance program eligibility.
Establishes the cesarean births review board; provides such board shall be comprised of multidisciplinary experts to review the rate of cesarean births at hospitals in the state; provides reporting requirements.

Establishes the teachers' fossil fuel divestment act; requires the New York state teachers' retirement system to divest the retirement system of any stocks, securities, equities, assets, or other obligations of corporations or companies included on an exclusion list of coal producers and oil and gas producers.
Establishes a cause of action by residents of adult facilities to petition for the appointment of a temporary operator of any such facility in violation of the provisions of law, rules and regulations applicable thereto.
Relates to conversions of real property in public housing developments in relation to the RAD program; sets notice requirements for public housing authorities.
Enacts the "New York state green new deal for public housing act", which commissions a study to assist the state of New York in reaching its climate goals.
Defines "model management group"; provides for the registration process for model management groups; provides for exemption from registration requirements for model management companies and groups.
Allows for certain disability benefits to continue in the event an individual who is receiving such benefits gets married; provides that the marriage to another individual which would otherwise make an individual ineligible for certain disability benefits shall not be considered if such individual is already receiving disability benefits at the time of becoming married and continues to meet certain criteria.
Permits prescription labels for mifepristone, misoprostol, and their generic alternatives to include the name of the prescribing health care practice instead of the name of the prescriber at the prescriber's request.
