Requires Medicaid to cover services by licensed certified lactation counselors and EOHHS to oversee and implement the program and track related costs and use. It also ensures reimbursement consistent with similar providers.
Allows municipalities participating in the state prekindergarten program to accept students from outside the municipality under certain conditions and establishes a lottery for enrollment in the program.

Establishes a statewide mobile response and stabilization services program to provide rapid crisis response and short-term stabilization for children and youth in their natural environments.
Creates an emergency action plan related to the operation of warming and cooling centers during periods of extreme weather and establishes a statewide notification system with the National Weather Service initiating warming/cooling center alerts.
Under the emergency fund for victims, increases the share of a victim’s total award that may be used for relocation related expenses but not increase total compensation available to a victim.
JOINT RESOLUTION AUTHORIZING THE STATE TO ENTER INTO A FINANCING AGREEMENT RELATING TO SCHOOL CONSTRUCTION IN THE CITY OF PAWTUCKET AND AUTHORIZING THE CITY OF PAWTUCKET TO FINANCE RENOVATIONS AND REPAIRS TO SAMUEL SLATER MIDDLE SCHOOL FACILITIES, OR THE ACQUISITION, CONSTRUCTION, IMPROVEMENT, FURNISHING AND EQUIPPING OF A NEW MIDDLE SCHOOL AND SCHOOL FACILITIES AND ALL EXPENSES INCIDENT THERETO INCLUDING, BUT NOT LIMITED TO, COSTS OF DESIGN, DEMOLITION, ATHLETIC FIELDS, LANDSCAPING AND PARKING BY THE ISSUANCE OF NOT MORE THAN $22,500,000 CITY BONDS, CITY NOTES AND/OR OTHER EVIDENCES OF INDEBTEDNESS THEREFOR (Authorizes bonds to finance school construction in the city of Pawtucket.)
JOINT RESOLUTION MAKING AN APPROPRIATION OF $200,000 TO THE HOUSING NETWORK: THE RHODE ISLAND ASSOCIATION OF NONPROFIT HOUSING DEVELOPERS, DBA HOUSING NETWORK OF RHODE ISLAND (Authorizes the appropriation of the sum of $ 200,000 to the Housing Network of Rhode Island.)
Limits rent increases to 4% annually, but allows an additional increase for taxes, insurance, or health and safety costs if the landlord gets an exemption from the secretary of housing, and provides tenants civil remedies for violations.
Requires Medicaid to provide coverage for fertility medication, care, and services, for at least 3 cycles of fertility treatment, and intrauterine insemination.
