Creates the Domestic Violence and Sexual Assault Survivor Services Fund in Rhode Island to provide state funding for nonprofit organizations that deliver direct services to survivors of domestic violence.
Proposes a bond measure authorizing the State of Rhode Island to issue up to $100,000,000 in general obligation bonds, subject to voter approval, to fund coastal preparedness and resilience projects.
Requires individuals who own firearms to obtain and continuously maintain a policy of liability insurance in an amount of not less than $1,000,000 dollars and exempts active duty law enforcement and military from this requirement.
JOINT RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY AND PROVIDE RECOMMENDATIONS FOR THE CREATION OF A STATEWIDE TEACHER HEALTHCARE PLAN (Creates an 11-member commission to study and make recommendations on a statewide teacher healthcare plan, and would report quarterly as of September 1, 2026, and submit a final report by September 1, 2027, and expires on December 31, 2027.)

Makes it unnecessary to prove that a person's transmission of electronic communications be for the sole purpose of harassment before being found guilty of cyberstalking or cyberharassment.
Requires shooting ranges to post signs in any area in which shooting occurs that contain the following language: “WARNING: If you or a loved one is experiencing distress and/or depression, call the 988 Suicide and Crisis hotline or text “HOME” to 741741”.
Requires Medicaid to cover services by licensed certified lactation counselors and EOHHS to oversee and implement the program and track related costs and use. It also ensures reimbursement consistent with similar providers.
Requires Medicaid to provide coverage for fertility medication, care, and services, for at least 3 cycles of fertility treatment, and intrauterine insemination.
Requires the state and private health insurers to reimburse claims for healthcare services provided by nurse practitioners and physician assistants at the same amount as the reimbursement paid to a physician performing the service in the area served.
Permits licensed providers to accompany emergency medical services and treat patients within the community for mental health disorders, including substance use disorders.
