Requires vehicles operated by public transit authorities to contain opioid antagonists and for public transit authorities to train employees on the proper use of opioid antagonists.
Memorializing Governor Kathy Hochul to proclaim March 25, 2025, as Medal of Honor Day in the State of New York, in conjunction with the observance of National Medal of Honor Day
Directs the commissioner of the office of general services to erect a monument to be known as the "New York state Holocaust memorial" in the Governor Nelson A. Rockefeller Empire State Plaza to memorialize the victims of the Holocaust and to educate the public about the history of the Holocaust and the dangers of antisemitism, racism, and all manifestations of intolerance.
Requires the preparation and dissemination of written materials regarding child access prevention and the safe storage of firearms; establishes such information shall be provided to students and/or persons in a parental relationship to such students at the beginning of each semester or quarter of the regular school year beginning on and after July 1, 2026.
Directs the commissioner of parks, recreation and historic preservation to establish the state parks passport program allowing visitors to state parks and historic sites to log their visits to such sites in a passport book or electronic application.

Establishes the 2-1-1 essential community services hotline system; designates the office of children and family services to oversee the hotline system; establishes the availability and scope of information to be provided by the hotline system and requirements of call centers; requires the office of children and family services to collect certain data relating to the hotline system and to make annual reports to the governor and the legislature.
Sets minimum staffing standards for employees performing emergency medical services in the 911 system in a city with a population of over one million people.
Expands pharmacy benefit management services to include the management or administration of benefits relating to durable medical equipment; defines "durable medical equipment"; relates to pharmacy or durable medical equipment provider audits by pharmacy benefit managers.
