Providing for the America250PA Semiquincentennial Celebration Bell monument on the grounds of the State Capitol to commemorate the 250th anniversary of the founding of the United States, Pennsylvania's integral role in that event and the impact of its people on the nation's past, present and future.
In general provisions, further providing for definitions and for powers and duties of the department; in applications and permits, further providing for permits and licenses required, transition scheme and reporting requirements and providing for requirements for animal processing residuals and food processing residuals, for requirements for the storage, transfer and transport of animal processing residuals and food processing residuals by commercial brokers and commercial haulers, for preemption of local ordinances and for mitigation; abrogating regulations; and making an editorial change.
Further providing for definitions, for proposed regulations and procedures for review and for final-form regulations and final-omitted regulations and procedures for review; providing for regulations deemed withdrawn; further providing for procedures for subsequent review of disapproved final-form or final-omitted regulations; providing for concurrent resolution required for economically significant regulations; further providing for existing regulations; and providing for State agency regulatory compliance officers and for Office of Government Efficiency.
In firearms and other dangerous articles, further providing for limitation on the regulation of firearms and ammunition; and, in preemptions, providing for regulation of firearms and ammunition.
In licenses and regulations and liquor, alcohol and malt and brewed beverages, further providing for sale of malt or brewed beverages by liquor licensees, for wine expanded permits and for retail dispensers' restrictions on purchases and sales.
In membership, contributions and benefits, further providing for termination of annuities; in membership, credited service, classes of service, and eligibility for benefits relating to retirement for State employees and officers, further providing for mandatory and optional membership in the system and participation in the plan; and, in benefits, further providing for termination of annuities.
