Enacts the "cobalt and lithium mining and production divestment act" to prevent monies or assets of the common retirement fund from being invested in the stocks, securities or other obligations of any institution or company engaging in cobalt and lithium mining or production for the manufacture of batteries used in large-scale battery storage power stations and the primary propulsion systems for electric vehicles, if such company cannot establish through approved independent monitoring that their mining operation does not use child labor and that adult miners and other workers are employed under conditions that meet accepted criteria.
Relates to dispensing certain controlled substances for use by a person with a substance use disorder during certain emergency medical treatment, for use in maintenance or detoxification treatment, or to relieve acute withdrawal symptoms.
Creates the division of regulatory review and economic growth to review regulatory processes and permit requirements in order to facilitate economic growth; imposes a two-for-one rule reduction requirement.
Enacts the New York state thruway authority accountability act; names the commissioner of DOT as chair of the thruway authority board; directs the commissioner of DOT to submit a plan to merge the thruway authority into the department of transportation.
Grants volunteer firefighters and emergency medical technicians academic credit at state operated institutions of the state university of New York and the senior colleges of the city university of New York to the extent of three academic credits per year, and 6 credits in the aggregate; provides that no fee, tuition or other charge shall be assessed against a volunteer firefighter or emergency medical technician who qualifies for such credit; directs the board of trustees of the state university and the city university of New York to adopt necessary procedures.
Establishes a five hundred dollar credit against income tax for nurses employed on a full-time basis for not less than six months and nurses teaching at institutions of higher education on and after January 1, 2026.
Requires the dormitory authority of the state of New York to fulfill all outstanding monetary commitments made to any local government for a fiscal year prior to allocating any moneys to economic development grant programs for the following fiscal year.
Authorizes the court to order sexual offenders on probation, where such probation has been revoked, to terms of imprisonment which run consecutively to sentences already being served.
Provides for initiative and referendum in New York State for the People as electors to propose or reject laws and submit amendments to the state constitution.
Provides certain relief for persons who are victims of identity theft; provides for destruction or sealing of certain police and court records and for issuance of an identity theft passport.
